General administration and staff services
The services to be performed by a local government are classified into programs. General administration and staff services of the institution have been separated under number 01. According to the local council act, the local council must follow an accepted office procedure system while fulfilling its responsibilities using the relevant ordinances. The main objective of this is to plan, organize, staff, direct and control the relevant services. How the powers of this organization are divided from top to bottom has been shown in an organizational structure. Among the representatives elected by the people, the Chairman has special powers as the Chief Executive Officer according to the Local Council Act. The main responsibility is to identify the needs of people’s lives in their jurisdiction and reach the expected goals and objectives through effective and timely implementation. It is the expectation of the public administration that there is a good management of the staff, and in the cases where the assignment of duties is relevant, they are referred for training, provision of incentive services and control.

Welfare Services
The purpose of this program is to provide services for the welfare of the public.
A very old library service has been established in Tissamaharama Pradeshiya Sabha for children and adults who are in school and higher education. Under the supervision of the Community Development Officer, the reader’s club and the local council jointly fulfill a great social mission.
Educational Psychology, Sociology, Nakshatra etc. are full of books provided for the library service or from the council fund, in addition to the councilor’s allocation donations, the book is also the book received for the aid. Various media newspapers, magazines, art, cinema etc. daily newspapers will also be provided from the council fund.
The children’s library established for young children is open to all primary school children under the age of 12.
There is a program that deals with the pre-school education of toddlers. Among the children who line up for various performances, opportunities have been created for their personality development and good behavior by giving merit certificates and donations.
As a healthy community mission, playgrounds and playgrounds have been established. Through reading, a human society full of knowledge and a young generation awakened by mental revival as well as social care will be expected from this.
