Tissamaharama area developed as a village council was incorporated as a minor municipal council with divisions (07) on 01.07.1961 vide Gazette Notification No. 12230 dated 18/11/1960. At the end of its term of office, the second term of office began on 01/01/1964, and Mr. MM Maithripala became the chairman. According to the Pradeshiya Sabha Act No. 15 of 1987, the village council that existed from 01/01/1988 until then was designated as a Pradeshiya Sabha, and the jurisdiction was comprised of 44 village officer domains.
The chairman of the first local council elected by popular vote was N.T. who represented the Sri Lanka Freedom Party. Mr. Dayananda. There were 12 councilors who got official power in the election held on 11/05/1991.
